VN GAAP Chart of Accounts

In general, VN GAAP for business enterprises has two main accounting systems. One is for industrial enterprise and the other is for credit institutions. Chart of accounts for these two systems are regulated and quite rigid. Modification is not encouraged by the Ministry of Finance. There are a number of global companies come to Vietnam find difficult to map their global chart of accounts into the local one since the chart of accounts in compliance with IFRS is relatively suggestive while under VN GAAP is compulsory.

The chart of account for business enterprise is defined in Decision 15/QD-BTC dated March 20, 2006. The chart of accounts is applicable to all enterprises including SOE (State-owned Enterprises) and FIE (Foreign Invested Enterprises). This chart of accounts is quite rigid and catergorised in nine groups including:

  1. Category 1: Current assets
  2. Category 2: Non-current assets
  3. Category 3: Liabilities
  4. Category 4: Owner equity
  5. Category 5: Revenues
  6. Category 6: Expenses
  7. Category 7: Other income
  8. Category 8: Other expenses
  9. Category 9: Income summary
Each category contains a number of accounts in which some are classified into sub-accounts. Enterprises are given to create sub-accounts under the strictly defined accounts i.e. account at level 1 and level 2. However, it is not allowed to modify accounts at level 1 and level 2 unless there is an approval from the Ministry of Finance.
